Talking about and comparing the Devil Fruits is just an old pastime for One Piece anime and manga fans alike. Discussions like “If you could have any Devil Fruit power, what would it be?” or “out of all the Devil Fruits, which is the strongest?”. Devil Fruits are just so unique and versatile as a popular Shonen concept that there’s no concrete answer.

Canonically, the more creative a DF user is with their power, the stronger they tend to be. This means that the skill ceiling for each fruit is based on the individual, but the skill floor is much more rigid. Logia’s have the highest floor, but Paramecia’s have the highest ceiling, and so forth. But which Devil Fruits are the most overpowered in One Piece by default, and why? Let’s take a look.

20 The Fish-Fish Fruit, Model: Azure Dragon

Ah, the iconic Dragonic Devil Fruit that proved to the world that Zoans aren’t anything to scoff at. The Uo Uo no Mi, Model: Seiryu or Fish-Fish Fruit, Model: Azure Dragon is Kaido’s Devil Fruit, given to him long ago by Big Mom. There’s a classic Chinese myth about the “Dragon Gate” at the top of a river that many Carp swam up, and if one made it to the top they would turn into a dragon. This is where the whole Magikarp and Gyrados Pokemon connection comes from, and why Kaido can turn into a big-horned dragon even though his fruit is named after fish.

It’s pretty obvious that this is one of the strongest Devil Fruits seen so far in One Piece, as well as the largest Zoan-type transformation. With this Mythical DF, Kaido can:

So with all that, of course, this is one of the most powerful Devil Fruits out there. Just by himself, Kaido can replicate, to a certain degree, the powers of other Devil Fruits such as Ace’s flames, Enel’s lightning, and even the way that Doflamingo “flew” by using clouds.

19 The Song-Song Fruit

And then there’s Uta, the main “new” character introduced in the upcoming One Piece: Film Red release (as well as her own canon manga side-story), and her Devil Fruit abilities are absurd, especially among the Paramecia DFs. The Uta-Uta No Mi or Song-Song DF is a Paramecia Devil Fruit that, through the power of song, transports the consciousnesses of anyone that hears it into a dream world where the DF user has complete control.

In this dream world, the DF is basically a god and can do whatever they want. Aspects of the DF that are especially absurd are:

It’s honestly the type of DF that would break the already fragile power scaling if it was ever introduced into the mainline story.

18 The Scroll-Scroll Fruit

This is another Devil Fruit that needs a bit more information on how it works, but even with the information currently known, the Scroll-Scroll Devil Fruit that Raizo uses in Wano has absurd amounts of potential. With this DF, the user can summon “scrolls” of any size and length and telekinetically manipulate them in the air to “catch” or “absorb” things into them, similar to Dimensional Storage in any Isekai story or more faithfully the Scrolls used in the Naruto series that could hold objects, Ninjutsu, or even summoning techniques.

It’s not fully clear what the requirements or constrictions on what Raizo can store with these scrolls are, but so far he has used them to hold:

Basically, as long as what he’s absorbing is non-organic, it’ll work. Of course, this means he’s strong against projectiles and elemental attacks but weak against physical punches and kicks. Now, Raizo uses this DF pretty well, but let’s just mention a few other things he could do with it to become truly terrifying:

17 The Strong-Strong Fruit

Up next is a Devil Fruit that was introduced very late into the series, in chapter 1063 specifically. It’s been long known by the fans that Blackbeard is a Devil Fruit fanatic. Now, he’s seemingly using that knowledge to get the DFs that are the perfect fit for all of his crew. And after hunting down the perfect Devil Fruits, Jesus Burgess is now in control of the Strong-Strong Fruit.

Sadly, fans have only barely begun to see him using this Fruit. But when he did, Burgess literally lifted an entire mountain with ease. The only downside is that this Fruit is “too much of a perfect match” for Burgess that it doesn’t really require him to innovate or adapt and grow stronger that way as Luffy did.

But, Oda might surprise the fans and utilize the concept of “strong” in some creative ways like how he does with other seemingly simple DFs like the Glare-Flare Fruit, and here are just a few ways he could do so:

It’s entirely up to Eiichiro Oda as to how this DF develops but fans are pretty certain this is one of the strongest Devil Fruits out there.

16 The Warp-Warp Fruit

Another DF that was revealed in the action-packed 1063rd chapter of One Piece is the Warp-Warp Devil Fruit that is now in the hands of Van Augur. Now, Van Augur was already the sniper of the Blackbeard crew and could hit a seagull from miles away with ease.

Quite frankly, while the Warp-Warp fruit does seem perfect for a sniper, it sort of takes away from his marksmanship more than it adds to it. The assumption currently is that Augur will be able to “warp” his bullets to where he needs them to hit, which means he doesn’t even have to be a good sniper anymore. Still, the fact that he is one likely means that he’ll utilize his skills and superhuman eyesight in some truly terrifying ways. Nothing is confirmed about the Fruit yet, but here are some of the scariest ways it could be potentially used.

Frankly, this Fruit just screams overpowered, and it’s likely that Oda will introduce some pre-planned restrictions to it in the coming chapters.

15 The Sick-Sick Fruit

And last up for the Devil Fruits revealed in chapter 1063 there’s Doc Q’s Sick-Sick Devil Fruit. This Paramecia Devil Fruit quite literally turns Doc Q into a walking disease machine, as the guy can now “invent” and infect those around him with diseases that produce a variety of different effects. Again, this is another Fruit with very little information on it, but at a glance, it seems to be the stronger version of Ivankov’s Hormone DF and similar to Ceaser Clown’s Gas DF.

The only aspect known about this Devil Fruit so far is that Doc Q can “invent” the disease, it can spread just like a standard contagious disease would, and with intense enough Haki can be fought against and resist it. The Haki aspect does seem like a pretty good counter for this Devil Fruit, but there is still a myriad of other ways it could be used:

Again, because this seems too overpowered at first glance, it’s likely that it has some harsh restrictions such as having to follow actual medical science with the disease effects or the whole Haki countering system.

14 The Devil Fruits Of The Admirals: Chilly-Chilly, Mag-Mag, Glint-Glint, Stomp-Stomp, & Woods-Woods

The most powerful Devil Fruits belong to the most powerful characters, obviously enough. Characters like the Four Emperors (old ones or new ones), the Seven Warlords, and even the three (four after the timeskip) Marine Admirals.

For the first “half” of One Piece, these admirals were Borsalino “The Yellow Monkey”, Kuzan “The Blue Pheasant”, and Akainu “The Red Dog”.

But, after the Marineford War and timeskip where Akainu was promoted and Kuzan left the Marines (or maybe faked his “leaving” and joined SWORD), new Admirals, AKA Fujitora “The Purple Tiger” and Aramaki “The Green Bull”, came into play. Here’s the reputation each of these five Admirals and their Devil Fruits has:

With four Logia’s and one absurdly strong Paramecia, these Devil Fruits are basically unparalleled among their peers.

13 The Rumble-Rumble Fruit

It’s a good thing Enel went to the moon because if he hadn’t this guy could have terrorized the rest of the first half of the Grand Line without finding another natural enemy like Luffy. Enel is one of the first Logia-type DF users introduced in the series, using the Rumble-Rumble Devil Fruit, an SFX meant to symbolize the sound of thunder. And while basically every Logia is overpowered by default, Enel is naturally intelligent and creative enough to utilize his already strong DF in some truly unique ways:

He even moves as fast as electricity! Granted, that’s not nearly as fast as light-speed like Kizaru has, but Enel is way more versatile with his fruit in general, which is what makes him so fearsome.

12 The Tremor-Tremor Fruit

The Tremor-Tremor Devil Fruit might have a silly-sounding name, but it is by far one of the most fearsome and destructive DFs in the Grand Line. It’s a Paramecia-type Fruit, turning Edward “Whitebeard” Newgate into a “Tremor Human”.

To be blunt, Whitebeard was able to cause and manipulate vibrations with his bare hands in order to create massive earthquakes of devastating proportions anywhere of his choosing. He could encase his weapon with the Tremor ability, or he just punched the air which would then “crack” it like glass and create these tremors where he wanted. With this Devil Fruit, Whitebeard:

So, it should be immediately obvious why this Devil Fruit is powerful even at a basic level, which is why it’s so scary in the hands of a low-life like Blackbeard.

11 The Bird-Bird Fruit, Model: Phoenix

The Mythical-Type Zoan fruits truly are in a league of their own, and at times seem much better than most Paramecia DFs and even a few Logia ones. And, Marco’s Bird-Bird, Model: Phoenix Devil Fruit is an even more unique case than the few other ones seen in One Piece, as his DF makes him “immortal”. In terms of combat, the Phoenix DF is basically just a much stronger version of a hawk or other bird-like Zoan fruit, as seen by how Marco is able to hold back both King and Queen in their Awakened forms.

But, the real magic of this DF is in Marco’s blue flames, which:

It’s likely not the strongest “combat-oriented” Zoan fruit out there, but it’s by far one of the most interesting and versatile ones, which is great, considering he’s one of Luffy’s allies.

10 The Dark-Dark Fruit

Marshal D. Teach, otherwise known as Blackbeard, is the most commonly used historical “evil pirate” used in media. That said, Oda’s rendition of this classic character is pretty unique, as this version of Blackbeard is both very similar and the exact opposite of Luffy in many ways.

Both of them have immense goals, but Blackbeard is willing to bury himself in darkness to reach the peak, while Luffy would rather die than do that. That right there is why he’s such a perfect fit for the Dark-Dark Devil Fruit. Now, the concept of what “darkness” means changes from person to person and it’s clear that this fruit has some extra effects the other Logia don’t have. There are a number of special abilities this DF gives, such as:

That said, it has a lot of weaknesses as well, since Blackbeard can’t “turn into” darkness to nullify damage like other Logia. Still, in the hands of a true scumbag like Blackbeard, it’s unquestionably one of the strongest Devil Fruits in the series and is canonically the “most evil”.

9 The Gas-Gas Fruit

Caesar Clown is the prime example of a Devil Fruit user who was lucky enough to find the perfect power to match their personality. If someone uneducated had the ability of the Gas-Gas Logia-type Devil Fruit, they would probably only utilize it to maybe 20 percent of its potential.

But, that 20 percent would still be a lot more powerful than plenty of other Devil Fruits. Caesar, on the other hand, is incredibly twisted and incredibly intelligent, which means he knows plenty of creative ways to use all the different “gases” in the natural world to some horrifying ends, such as:

Now…if only Caesar was even the slightest bit trained in combat and not quite as cowardly, he would probably be unstoppable.

8 The Venom-Venom Fruit

Throughout the entirety of One Piece, there have been a few Devil Fruits that seem a bit deceptive in their abilities compared to other DFs in the same category. One of these Devil Fruits is Charlotte Katakuri’s Mochi-Mochi Devil Fruit (which was later explained due to his DF Awakening).

The other is Magellan’s DF, the previous warden (now vice-warden) of Impel Down who has the Doku Doku No Mi or Venom-Venom Fruit, turning him into a “Poison Human”.

It’s basically a one-hit-kill type of Devil Fruit, depending on what poison Magellan uses. And, more than that, the term “Poison” can apply to a ton of different compounds, similar to the Ceasar Clown’s Gas Fruit. For example, these would all count as “Venom”:

And there are so many more. Where Whitebeard can only create earthquakes with his DF, Magellan can summon any number of different poisons with completely unique effects.

7 The Soul-Soul Fruit

Next up is the Devil Fruit that Big Mom Charlotte Linlin herself uses, the Soru Soru no Mi. It’s another Paramecia-type fruit that allows Charlotte to manipulate literal souls to her heart’s content. With it Linlin can:

Honestly, there’s too much to explain her DF concisely, but just know that it’s one of the most open-ended DFs in terms of the ways it can be used creatively, which is exactly why this super-powered grandma is so powerful.

6 The Op-Op Fruit

Trafalgar Law is one of the biggest rising star characters in the neverending story that is One Piece. There’s just something about his design and DF ability that caused the fanbase to latch on to him something fierce.

A lot of that popularity probably has to do with his adorable Panda-themed hat and edgy personality, but most of it comes from his Devil Fruit ability, the Ope-Ope No Mi, or Op-Op Fruit. This DF is by far the most versatile in the series, giving Law the ability to do some insane things, which is likely why he’s being targeted by Blackbeard. To name just a few of the things he can do:

Like a lot of DFs on this list, the Op-Op Fruit is so strong mainly because of its versatility, and after Law Awakened this DF in Wano the ability has become even stronger and has eliminated most of its weaknesses.

5 The Flower-Flower Fruit

Too much of the fanbase is sleeping on the Hana Hana no Mi or Flower-Flower Fruit, held by Nico Robin, the archaeologist of the lovable Straw Hat crew. Remember, Nico Robin is not a fighter, she’s someone who had to turn to “assassination” and espionage in order to survive. So, the mere fact that she’s able to fight so well with her powers given her limited combat training should show just how powerful a DF this is. Using it, Robin can:

And, after the time skip and into the events of the Wano Arc, Robin has innovated her abilities even further and is now able to create full-on gigantic duplicates of herself to fight for her.

4 The Barrier-Barrier Fruit

The Bari Bari No Mi or Barrier-Barrier Devil Fruit is a rare example of one that readers/viewers saw used by two different people. In the past, Kazuki Oden went up against a barrier user by the name of Kurozumi Semimaru. Eventually, he died, of course, and Bartolomeo happened to eat it at some point. It’s also a unique case of a Paramecia Devil Fruit that’s insanely powerful without physically altering the properties of the user’s body (Luffy has a rubber body and Bartolomeo doesn’t seem to have a “Barrier” body). And that’s only naming a few of the many tricks this devil pulls. The Bari-Bari No Mi is one of the best Devil Fruits to innately buff an already strong person, instead of being one that can only make a weak person somewhat stronger.

3 The Float-Float Fruit

Most of the OP movies are completely non-canon, but Strong World is different. First, it’s just one of the better OP movies overall. Secondly, while the “events” of this movie are still up in the air, Shiki and his Devil Fruit have been confirmed as canon by other characters multiple times in the series.

And, this Pirate Legend has the Float-Float Fruit which is much more powerful than its name would suggest. Basically, it gives Shiki the power to make things float and interact with them in a way similar to telekinesis. So, using it creatively, Shiki can:

But, the biggest benefit of this fruit is that Shiki can fly and make others fly, though others can only ride on objects Shiki floats with his power. Essentially, it’s the opposite of Fujitora’s Devil Fruit and the two of them arguably have a lot of the same abilities. Funnily enough, Kaidou did prove in Wano that his Flame Clouds basically emulate a lot of the aspects of this Devil Fruit, but not to quite the same degree.

2 The Hobby-Hobby Fruit

It’s always the vague Devil Fruits that turn out to be the strongest. If someone has the Steel Steel fruit, they’ll by default be weaker than someone who has the Metal Metal fruit, since all steel is metal, but not all metal is steel. This is proven by Sugar of the Donquixote pirate crew, who has the Hobby Hobby Fruit. Basically, whatever Sugar touches turns into a toy, be it a human or an object. But that’s not all the “rules” this DF imposes:

In the hands of Sugar, a “little” kid, this DF is scary enough to control an entire island. But, in the hands of a fighter or someone highly intelligent, this fruit could easily beat all others if used correctly.

1 The Paw-Paw Fruit

And lastly, there’s the DF held by Bartholomew Kuma, another deceptively terrifying Devil Fruit and person. Kuma has the Paw-Paw Fruit or Nikyu Nikyu no Mi, which manifests itself as paw pads on both his hands similar to a cat, dog, or panda. With these paw pads, Kuma can do almost anything, but so far he has:

Kuma is the ultimate proof of vague DFs being terrifying in their versatility. The few battles Kuma has been involved in have all been incredibly short since Kuma can overpower his opponents almost instantly. His Devil Fruit combines the best aspects from other DFs like the Op-Op, Bari-Bari, and even the Tremor-Tremor Devil Fruits.
